Khraw’s story is one of grit, dignity, and deep-rooted community strength. Born with a disability that rendered his hands non-functional, he learned to write with his feet—a task most of us wouldn’t even attempt. Through sheer determination and hours of practice, he passed both Class 10 and 12 board exams, scoring an impressive 69% in Class 12 and securing the top position in his class.
But his journey wasn’t without barriers. Despite his academic brilliance, Khraw and his family had little knowledge of the entitlements available to him. Although he held a Unique Disability ID (UDID) certificate, it did not clearly state his category, and no one had explained what benefits it unlocked. His father, Dapbor Singh Nongdhar, the respected headman of the village, candidly shared his worry—he could not afford Khraw’s college education or transportation to Shillong.
That’s where the Human Development Leadership Programme (HDLP) stepped in. During the visit, the HDLP team spent time with the family, explaining Khraw’s eligibility under schemes like the National Social Assistance Programme (NSAP) and special MGNREGA job cards. Moved by his determination and quiet confidence, the Development Commissioner & Principal Secretary Mr Sampath Kumar, IAS, assured the family that arrangements would be made for scholarship and transport support to enable Khraw to pursue his dream of studying at St. Anthony’s College, Shillong. The Block Development Officer (BDO) was directed to link Khraw with the SRCDA and the District Social Welfare team, ensuring immediate follow-ups.
What stood out wasn’t just the support promised—it was the respect with which it was offered.
“It gives us immense motivation when officials visit our homes and interact with us. We feel heard and seen,” Khraw’s father said with quiet pride.
Khraw’s journey is a powerful example of positive deviance—of someone who not only overcame his personal limitations but set a new benchmark of resilience for the entire village. More importantly, it is a reminder of what happens when policy meets people—with humility, humanity, and hope.
