The Government Innovation Lab (GIL) is built on the learnings from Meghalaya’s State Capability Enhancement Project (SCEP) framework, a homegrown initiative by the Government of Meghalaya which has successfully developed and implemented innovative programs across several domains.
India’s national policy think-tank, the NITI Ayog has recognised GIL as a State Institute of Transformation (SIT) for facilitating strategic planning and designing innovations across departments and stakeholders.

PROJECTS IN FOCUS
The Meghalaya Programme for Adolescent Wellbeing, Empowerment and Resilience (MPOWER) is an initiative of the Government of Meghalaya, supported by the World Bank, that focuses on improving the lives of adolescents aged 9 to 19. The programme brings together key sectors such as education, health, skills and counselling to ensure that every adolescent has the support needed to grow, learn and thrive.
MPOWER aims to strengthen the human capital of adolescents by improving their physical and mental wellbeing, building life skills, and helping them explore education and career opportunities. It works with both school-going and out-of-school adolescents so that all young people, regardless of their background, can transition confidently into adulthood.
To make this possible, the State is setting up strong systems and coordinated services across departments. The programme also plans widespread community engagement and awareness efforts to address issues like school dropout, teenage pregnancy and limited career guidance. Through this approach, MPOWER seeks to create a generation of resilient, empowered and skilled young people who can contribute to Meghalaya’s future.
The Human Development Leadership Programme (HDLP) is a flagship initiative of the Government of Meghalaya that strengthens local governance by improving coordination, leadership and problem-solving at the district and block levels. The programme brings together government officials, frontline workers and community institutions to identify gaps in service delivery and develop practical, evidence-based solutions to address them.
Through regular field visits, household interactions and data-driven planning, HDLP enables local teams to better understand community needs and respond with targeted interventions. The programme focuses on improving outcomes across key sectors, including health, nutrition, education, livelihoods and social protection, while encouraging collaboration between departments to deliver services more effectively.
By fostering leadership, accountability and innovation within government systems, HDLP supports a culture of continuous learning and responsive governance. The programme strengthens the capacity of local institutions to address development challenges and ensure that public services reach the people who need them most.
The Meghalaya Early Childhood Development (ECD) Mission is a whole-of-government initiative that recognises the critical importance of the early years in shaping a child’s health, learning and future wellbeing. Covering the period from conception to eight years of age, the Mission brings together multiple government departments to deliver integrated services that support children and their families.
The Mission focuses on improving maternal and child nutrition, strengthening healthcare services, promoting responsive caregiving, expanding access to quality early childhood education and ensuring that children grow up in safe and nurturing environments. By aligning programmes across departments, the ECD Mission promotes coordinated planning, implementation and monitoring to improve outcomes for every child.
Through evidence-based interventions, community engagement and strong institutional partnerships, the Mission aims to give every child in Meghalaya the best possible start in life. By investing in early childhood development, the Government of Meghalaya is building a stronger foundation for healthier families, better learning outcomes and long-term human development across the state.
