Meghalaya Programme for Adolescent Wellbeing, Empowerment and Resilience
The Government of Meghalaya seeks to undertake the “Multisectoral Program for Adolescent Wellbeing, Empowerment and Resilience (MPOWER)” project with support from the World Bank.
The project proposes a set of coordinated multi sectoral interventions that will strengthen the capability of the State of Meghalaya to empower adolescent boys and girls, aged 9 to 19, through multi sectoral interventions (education/skills/counselling) that can strengthen their human capital, and support their transition from school to productive work.
The goal of the program is to promote the well-being and empowerment of adolescents and to strengthen their productivity and resilience so that they can contribute fully to the sustainable economic growth of the State. The program would support strengthening adolescents’ life skills, physical and reproductive health, and career aspirations.
The project development objective (PDO) of MPOWER– Meghalaya is to improve adolescents’ human capital outcomes through coordinated multi-sectoral service delivery in Meghalaya. The Project has three components:

The Project shall target critical challenges adolescents face in the state; i.e., reducing teenage pregnancy and school dropout rates, improving their mental well-being and encouraging them to develop career aspirations.
An age-based skills competency framework will guide the project design, which will be developed and facilitated by programme managers and state experts, outlining the set of knowledge, skills, and behaviours that the state envisions.
To ensure broad coverage, the Project will deal with adolescents who are both currently enrolled in and dropped out of school and strengthen the capacity of relevant state institutions.
To implement the MPOWER project in Meghalaya, The GoM has created a Project Management Unit (PMU) within the Department of Planning, with smaller Project Implementation Units (PIU) to be established within implementing Departments such as Education and Health & Family Welfare (HFW).
The Project is seeking the support of a competent & experienced Communications Agency to provide support to the Project based on the community-driven development (CDD) approach, awareness generation to effectively bring in behaviour change will be a vital part of its activities.
