The Health Sector is committed to strengthening a responsive, inclusive, and community-centered healthcare system that prioritizes the well-being of mothers, infants, and vulnerable populations. Anchored in preventive care, early intervention, and last-mile service delivery, the sector focuses on improving maternal and child health outcomes through a combination of targeted schemes, community-led plat forms, and system strengthening efforts.

With a strong emphasis on convergence and behavioural change, the sector works closely with frontline workers, community institutions, and multiple departments to ensure that services translate into sustained improvements in health, nutrition, and early childhood development outcomes.

Key Programmes and Initiatives

Chief Minister’s Safe Motherhood Scheme (CM-SMS): A flagship initiative aimed at reducing maternal mortality by promoting institutional deliveries and ensuring timely access to maternal healthcare services.

Child Care Support Initiative: Designed to address practical barriers to institutional delivery, this initiative enables SHGs and Village Organisations to support families by caring for children while mothers access health facilities.

Mission 1000 Days (Meghalaya Early Childhood Development Mission): A multi-sectoral programme focusing on the critical window from conception to two years of age, integrating nutrition, caregiving, and early stimulation to improve lifelong health outcomes.

Chief Minister’s Headman Fellowship (CMHF): A community-led platform that mobilises headmen, faith leaders, and SHGs to strengthen last-mile delivery, improve awareness, and drive behavioural change across maternal and child health indicators.

Janani Shishu Suraksha Karyakram (JSSK): A national scheme ensuring free maternal and neonatal healthcare services, including delivery, drugs, diagnostics, and transport, to reduce out-of-pocket expenditure for families.

Meghalaya Health Insurance Scheme (MHIS): Provides financial protection and access to healthcare services for families, particularly in rural areas, supporting treatment and hospitalisation needs.

Community-Based Health and Nutrition Interventions: Includes Village Health Committees (VHCs), frontline workers such as ASHAs and ANMs, and behaviour change efforts focused on breastfeeding, nutrition, immunisation, and early childhood care.
