Human Development Council – Progress Report June 2025

The Human Development Council (HDC) of Meghalaya, notified in 2022, serves as a pivotal platform to drive a human development-centric approach in governance. Chaired by the Hon’ble Chief Minister and comprising key Cabinet Ministers, the Chief Secretary, and senior departmental officials, the HDC aims to break down systemic bottlenecks, enhance inter-departmental coordination, and empower functionaries and communities through data-driven, last-mile service delivery.

As Meghalaya aspires to become a developed state by 2032, the Council plays a critical role in identifying and addressing key roadblocks to development across allied sectors, by empowering community institutions and existing government systems, to effect last-mile public service delivery. The third Human Development Council (HDC) meeting, scheduled for June 13th, 2025, marks yet another significant step in aligning efforts and accelerating progress on the state’s human development agenda.
