The Meghalaya Multisectoral Project for Adolescent Wellbeing, Empowerment and Resilience (MPOWER) has signed a four-year contract with Global AgriSystem Pvt. Ltd. to strengthen the project’s Monitoring and Evaluation (M&E) framework and support evidence-based implementation.
The partnership aims to establish a robust, systematic and technology-enabled mechanism to track project implementation, assess outcomes and generate credible evidence to inform decision-making and drive continuous improvement.
The contract was signed at Committee Room-II of the Main Secretariat Building, Shillong, in the presence of Shri Vijay Kumar Mantri, IAS, Co-Project Director, MPOWER and Commissioner & Secretary, Education Department, Government of Meghalaya; Dr Ravendra Singh, Senior Adviser, ISS (Retd.), Global AgriSystem Pvt. Ltd.; and Shri Wankit Kupar, Deputy Project Director, MPOWER.
Strengthening Monitoring and Evaluation
Under the four-year engagement, Global AgriSystem Pvt. Ltd. will undertake continuous monitoring and periodic evaluation of the MPOWER Project throughout its implementation period. The scope of work will include a baseline assessment, quarterly monitoring, midline assessment and endline assessment to systematically track progress, assess implementation quality and measure outcomes emerging from the project’s interventions.
A key focus will be understanding outcomes among adolescents across areas including wellbeing, education, school retention and dropout, life skills, health, empowerment, access to services, and transitions to higher education, skills development and employment.
This outcome-focused approach will enable MPOWER to better understand the experiences and needs of adolescents and assess how effectively project interventions are contributing to improved opportunities and outcomes for young people across Meghalaya.
Technology-Enabled Monitoring and Data Systems
The engagement will also strengthen digital monitoring and Management Information System (MIS) support for the project. Technology-enabled data collection and analysis will facilitate the timely availability of reliable information and support the integration of monitoring findings with the MPOWER Project MIS.
This will strengthen evidence-based project management, improve reporting systems and provide decision-makers with timely and relevant information for planning, implementation and programme improvement.
Capturing Ground-Level Experiences
As part of the M&E process, Global AgriSystem Pvt. Ltd. will undertake field-level assessments and stakeholder engagement with in-school and out-of-school adolescents, schools, communities, youth centres, frontline workers and relevant government departments.
These engagements will help capture beneficiary experiences, understand ground-level implementation realities, and identify emerging challenges and opportunities across different project locations.
An important component of the engagement will be translating monitoring and evaluation findings into actionable evidence for programme improvement. Periodic analytical reports, recommendations and learning inputs will be provided to MBMA/MPOWER to support timely course correction, strengthen implementation quality and improve the effectiveness of project interventions.
The evidence generated through the M&E process will also contribute to institutional learning and help inform future programme planning, strategies and interventions.
The four-year partnership with Global AgriSystem Pvt. Ltd. marks an important step towards strengthening accountability, evidence-based decision-making and results-oriented programme management within MPOWER.
By establishing a comprehensive M&E framework, the project will be better positioned to continuously assess progress, identify areas for improvement and ensure that its interventions remain responsive to the evolving needs of adolescents and young people across Meghalaya.
